Suburban Estates is about 11,000 acres of pine flatwoods and wetland in Holopaw, Osceola County, cut into a few thousand lots. No city water, no sewer, no fire department. Everything out here got built by the people who own a piece of it. SEPA, the Suburban Estates Preservation Association, handles the gates and the roads.
